the official journal of the european union has published an amendment to annex i of the packaging and packaging waste directive on packaging definitions. the amendment has harmonized the list of products being identified as &ldquopackaging&rdquo, which now includes tubes, cylinders and rolls. the amendment also notes down exceptions, which are suitable for industrial cores utilized in the paper industry. the applicable paragraph for industrial cores in the annex says that tubes, cylinders and rolls around which flexible material is wound, except tubes, rolls and cylinders projected as parts of production machinery and not used to offer a product as a sales unit. industrial cores come under the listing of exceptions as they are intentional as parts of production machinery in the downstream converting and printing machines, where a faulty core would lead to denial of the entire roll of paper as it would not run in the instrument as projected. a necessary part of a product and it is essential to contain, preserve and support that product across its lifetime and all rudiments paper and the core are proposed to be used jointly as mentioned to in article 3, principle i of the directive. reutilized many times. not used to offer a product as a sales unit since paper is sold &ldquoper tonne&rdquo and not &ldquoper core&rdquo. instances of products where &ldquocylinders and tubes&rdquo are used as sales units and therefor are packaging are tennis balls, potato crisps pringles, and badminton shuttlecocks sold inside a sealed tube. therefore, the confederation of the european paper industries cepi states that industrial cores are not packaging. cepi will tell relevant industry sectors and its national associations on its view and advocate the implementation and transposition of the directive to assume the same understanding. the commission directive of 7 february 2013 amending annex i to directive 9462ec on packaging and packaging waste will be applicable from 1 march 2013. member states have to obey with this directive by 30 september 2013 at the most recent. source of information httpwww.pulpapernews.com201302industrialcoresarenotpackaging
